The only reason Congress won't pass it is because it pulls power away from them.
With me at the helm, I'd make them fear much more than losing power over the people and I'd give spring cleaning a whole new meaning.

Most Congressmen and Representatives come from wealthy families and they typically donate their salaries to charities (so they say).
I could save BILLIONS of tax dollars by changing all upper level government jobs into non-paying, volunteer positions.
Or, at least, reducing them to a 'meager' $80,000 a year.
Why does every Congressman have to drive a brand new Cadillac Escalade?
Also, all government issued vehicles would have to be 5 years or older.
There's nothing wrong with them! And Police Chiefs don't need to be driving around in brand new Crown Vics every year.
Having had to clip coupons and scrimp on pennys will make me the most cost efficient POTUS to ever live.

I will bring a horse into the Congressional Hall and have it take a place behind the Speaker of the Houses desk, after which I'd tell them all, "This is what I think of you! You're all lower than a horse!" just like that Roman Emperor did.

I believe in alternative fuels/energy but, not because of the Global Warming swindle!
I don't want my people to be slaves to the few utility companies in the country that are actually owned by one guy (Rockefeller?).
They should have a choice in how they get their power and gas.
Living "Off the Grid" shouldn't be confined to those who live miles away from the nearest power line.
If a suburban family wants to put up solar panels and have a power cell in their garage to escape escalating electric bills, so be it!
Also, lower electric bills from expensive natural gas by allowing the power company to install wind generators on top of existing power poles and tapping them into the grid for those too lazy or old to build their own systems.
Power sub-stations would be fitted with large battery arrays and cross-over boards.
New houses would be built to utilize 12v lighting and 120v electrical outlets if the owners wished (to save on power usage)
It wouldn't be that hard. An extra line or two adapted to existing power poles.
Cut the Romax lines to all ceiling light fixtures and tie them into the new 12v system at the house connection, leave the rest alone.
(A majority of my house is lit with those 9v flourescent bulbs, already. So, 'lighting' isn't a real issue.)
