I'd kill anybody like that. I was waiting for somebody to say that.

Im glad to hear negative on pregnant. Thats 1 less problem. I think she should still seek some guidance for her own emotional and mental health. Without it she will be much more wounded and more afraid about getting to the next step in living everyday life.

I went and visited her the other day. (Conveniently, I went there when her father wasn't around.) Her mother was there, who I know is much more receptive and sensible than her father. When I got there, Jen wouldn't talk to, look at, or come near me. I did expect this though. Even though I'm her best friend, I'm a man and she's been raped by a man. So it's only natural that she would be frightened of any man. I didn't allow myself to be hurt by this though; more or less it was further proof of what happened.
I did use this opportunity though to look her mother square in the eye and tell her to GO TO THE POLICE. She told me that's exactly what she wanted to do, but the father refused to let her. This was good, at least it was the thought in mind. I told her, again: "F*** what he says. You need to take her to the police or I'm going to do it myself." She said that she would.
I left after about 20 minutes. I didn't want my friend to be any more uncomfortable than she needed to be, and I figured my presence there wasn't helping. So I left. A few hours later, Jen texted me saying she was so sorry for her behavior. I told her that it was ok, I had expected her to be scared of men after what happened. I told her that I would come see her at a later time when she felt more comfortable.
My goal was met though, I went there to persuade her mother to take her to the police, no matter what her father says. So, now we gotta see if she does it. I hope so.

Yes, Jersey I would say you made good headway with her Mom. I hope this rape is reported.

.....They clearly aren't going to the police. It's been five days now. I'm not going to push the envelope anymore. Can't force them to do what they don't feel like.
I've done just about all I can.

I've done just about all I can. That's the bottom line in this. You tried. It's up to them and if they're not going to report it (and I agree with you completely) they're making a mistake, you have done everything in your power to convince them to report it. that's all you can do.

Reporting it at this stage will be worthless. The most the police will do is make a phone call to the guy and let him know that a report has been made. They "don't have the manpower" to follow up on something this old because at this point it's just hearsay.
The best solution is to visit the guy yourself and show him your brand new Lousieville Slugger (paid for in cash, of course). That's the only way anything will happen.
The guy doesn't know you, does he?

How would that be construed as a joke? Are you suggesting that the guy go free? Because that is exactly what will happen.
The police are not your personal attack dogs. They only respond to imminent dangers and higher end cases. In fact, they aren't even constitutionaly obligated to do anything (even while watching the event) for anyone.
They 'may' get around to this rape case 'if they get time'.....'maybe'. That's the cold, hard truth.
What always gets me is how everyone just runs to the police when the police don't prevent crime, they investigate the aftermath of crime (if they want to).
Sometimes you have to take care of things yourself.
