What are you talking about? But yes, the state hospitals should have never been shut down. Just run better. Don't get me started on those.

How can any hospital safely but shut down? I know a lot of things aren't how they should be but to do things that physically put the wounded, injured or ill at risk is, well I don't have the words. I honestly don't.
