That's Brian Williams from NBC's evening segment. To answer your question bluntly, it looks like someone punched him in the right side of his face with the force of a Mack truck. Probably rightly so when I learned that due to his leftist political alignment, he made this anti-American statement in response to the 9/11 attacks: "After the terrorist attacks on September 11, 2001, Williams stated that America’s 'military swagger' was a reason for the attacks." Guess it was America's own fault that Islamic extremists killed roughly 3000 innocent people in a gruesome attack on American freedom. Yeah, all our own doing. In that case I would have been happy to rearrange his face for him. There are several other issues I would have with this guy but I don't feel like going into it right now.

It's ticklish what can be said or not be said. Don Imus lost his position after many years for saying something he shouldn't have but not necessarily worse than what others have said and perhaps gotten frowned on but not removed.

I've never listened to him before, so I don't know his show's history, but it was uncalled for and a joke that bombed. I bet Howard Stern is still way worse, but he gets away with his crap.

It does seem to just depend who gets offended. Some reporters and other puplic fugures have gotten in more trouble than others for what I might deem less offensive but that probably depends on how much attention it gets.
